THE EBU ANSWER
The Reference Group judged the lyrics before the contest, and concluded that the song’s lyrics do not contain a political message, but rather referred to a historical factual event. As we have said before, it is beyond the Reference Group’s mandate to go on thin ice and attach a subjective meaning and interpretation to lyrics.
Just like everyone else, Jamala is free to attach her own meaning to the song. There is no risk of being disqualified, as she did not break any rules.
